Abstract
“National policy is a broad course of action, or a set of directed details adopted by the government at the national level to achieve national goals”. In this context, national policy is a set of plans and demands for the highest interests of the country. National policy includes many areas, but two areas that security forces and revenue sources are the main reasons for the formation of a unified national policy in the Kurdistan Region and these two sources are monopolized by the political elite Therefore, the aim of this study is to find out the obstacles that the Kurdistan Regional Government has not been able to monopolize the armed forces and the economy and why the political elite wants to continue to dominate these areas. In this study, data were collected through interviews, relying on thematic analysis method to analyze the data. The main findings of the study showed that the lack of authority of the Kurdistan Regional Government over the security forces and revenue sources has created a situation of political division and institutional weakness. Political elites maintain this situation to protect their interests, prevent the formation of a unified national policy and destabilize public stability. These results suggest that the Kurdistan Regional Government's inability to control security forces and revenue sources has led to deep political divisions and weakened institutions. This division is perpetuated by political elites seeking to protect their own interests. In so doing, they hinder efforts to establish a unified national policy.

"سیاسەتی نیشتیمانی، ڕێبازێکی فراوانی کارکردنە، یان کۆمەڵێک وردەکاری ئاڕاستەکراون کە لەلایەن حکومەتەوە لەسەر ئاستی نیشتمان پەسەند دەکرێن بۆ بەدەستهێنانی ئامانجە نیشتمانییەکان". لەو چوارچێوەیەدا، سیاسەتی نیشتیمانی بریتییە لە گوژمەیەک لە پلان و داخوازی لەپێناو بەرژەوەندی باڵای نیشتیمان. سیاسەتی نیشتیمانی زۆر بوار لەخۆدەگرێت بەلام دوو بوار کە هێزە ئەمنیەکان و سەرچاوەکانی داهاتن هۆکاری سەرەکین بۆ دروستبوونی سیاسەتێکی نیشتیمانی یەکگرتوو لە هەرێمی کوردستان وە ئەم دوو سەرچاوەیە لەلایەن دەستەبژێری سیاسییەوە قۆرخکراون و لەبری ئەوەی لەلایەن حکومەتەوە قۆرخ بکرێن، هەربۆیە گرنگی ئەم توێژینەوەیە لەوەدایە هەر دوو سەرچاوەی هێزە ئەمنییەکان و ئابووری لەلایەن دەسەڵاتی حکومەتەوە بەڕێوەببرێن لەپێناو بەرژەوەندی نیشتیمانی نەک لەلایەن دەستەبژێری سیاسییەوە بەڕێوەببرێن لەپێناو بەرژەوەندییە کەسی و گروپیەکانیان، بۆیە ئامانجی ئەم توێژینەوەیە دۆزینەوەی ئەو ئاستەنگانەیە کە حکومەتی هەرێمی کوردستان نەیتوانیوە مۆنۆپۆلی هێزە چەکدارەکان و ئابووری بکات و بۆچی دەستەبژێری سیاسی دەیەوێت هەژموونی بەسەر ئەم بوارانەدا درێژە پێ بدات، وە لێکەوتەکانی ئەم قۆرخکردنە چین لەسەر سەقامگیری هەرێمی کوردستان. داتاکانی توێژینەوەکە لەڕێگەی ئامرازی چاوپێکەوتن کۆکراونەتەوە، پشت بە ڕێبازی شیکاری بابەتی بەستراوە بۆ شیکرندوەی داتاکان. سەرەکیترین ئەنجامەکانی توێژینەوەکە دەریانخستووە نەبوونی دەسەڵاتی حکومەتی هەرێمی کوردستان بەسەر هێزە ئەمنییەکان و سەرچاوەکانی داهاتدا، دۆخی دابەشبوونی سیاسی و لاوازی دامەزراوەیی دروستکردووە. دەستەبژێرە سیاسییەکان بۆ پاراستنی بەرژەوەندییەکانیان ئەم دۆخە دەپارێزن و ڕێگری لە پێکهێنانی سیاسەتێکی نەتەوەیی یەکگرتوو دەکەن و سەقامگیری گشتی تێکدەدەن. ئەم ئەنجامانە بەو واتایە دێن، بێتوانایی حکومەتی هەرێمی کوردستان لە کۆنترۆڵکردنی هێزە ئەمنییەکان و سەرچاوەکانی داهات، بووەتە هۆی دابەشبوونی قووڵی سیاسی و لاوازبوونی دامەزراوەکان. ئەم دابەشبوونە لەلایەن دەستەبژێرە سیاسییەکانەوە بەردەوام دەبێت کە هەوڵی پاراستنی بەرژەوەندییەکانی خۆیان دەدەن. بەم کارە، ڕێگری لە هەوڵەکان دەکەن بۆ دامەزراندنی سیاسەتێکی نیشتمانی یەکگرتوو.
