Abstract
Every individual has the right to engage in various forms of conduct within the limits defined by law, whether in their own country or in another state. As a result of such conduct, an individual may acquire certain rights. These rights may originate in one country and be enforced in another, giving rise to what are known as foreigners' rights. The legislation of different countries varies depending on the legal status of foreigners. Consequently, while a citizen enjoys privileges and rights and is bound by certain obligations, a foreigner may not be entitled to the same rights nor subject to the same duties. The extent of this disparity varies from one country to another. For this reason, every state establishes rules that apply to foreigners upon their entry into its territory
When people cross borders into another country, they enter into a relationship defined by that nation's laws. These rules created by the host government shape every aspect of a foreigner's experience, from the moment they arrive to their daily life in the new country. The laws determine what rights visitors can exercise, what protections they receive, responsibilities they must uphold. This creates a dual legal system in every nation: one set of rules for citizens who belong to that country, and another for foreign guests within its borders. At its most basic level, this system governs two fundamental freedoms for foreigners: the right to enter a country in the first place, and the right to leave when they choose

لكل فرد الحق في ممارسة مختلف أشكال السلوك ضمن الحدود التي يحددها القانون، سواءً في بلده أو في دولة أخرى. ونتيجةً لهذا السلوك، قد يكتسب الفرد حقوقًا معينة. قد تنشأ هذه الحقوق في بلد ما وتُطبّق في بلد آخر، مما يُؤدي إلى ما يُعرف بحقوق الأجانب. تختلف تشريعات الدول المختلفة باختلاف الوضع القانوني للأجانب. وبالتالي، بينما يتمتع المواطن بامتيازات وحقوق محددة ويلتزم بالتزامات معينة، قد لا يحق للأجنبي التمتع بنفس الحقوق أو الخضوع لنفس الواجبات. ويختلف مدى هذا التفاوت من دولة إلى أخرى. ولهذا السبب، تضع كل دولة قواعد تُطبق على الأجانب عند دخولهم أراضيها.
عندما يعبر الناس حدود بلد آخر، فإنهم يدخلون في علاقة تُحددها قوانين ذلك البلد. تُشكّل هذه القواعد - التي وضعتها الحكومة المضيفة - كل جانب من جوانب تجربة الأجنبي، من لحظة وصوله إلى حياته اليومية في البلد الجديد. تُحدد القوانين الحقوق التي يمكن للزوار ممارستها، والحماية التي يتلقونها، والمسؤوليات التي يجب عليهم الالتزام بها. هذا يُنشئ نظامًا قانونيًا مزدوجًا في كل دولة: مجموعة قواعد تُطبق على مواطنيها، وأخرى على الضيوف الأجانب داخل حدودها. في أبسط صوره، يُحكم هذا النظام حريتان أساسيتان للأجانب: حق دخول البلاد، وحق مغادرتها متى شاءوا.
